How the U.S and other governments are failing people of faith around the world
SALT LAKE CITY — Religious freedom is deteriorating around the world and efforts to protect it haven't kept pace with persecution, according to the U.S. Commission on International Religious Freedom's latest report, released Monday.
World leaders, including presidents and prime ministers, may speak often about the value of religious freedom, but these statements do little to deter the surveillance, imprisonment or murder of vulnerable people of faith. It will take additional action, such as targeted sanctions and increased funding, to make a difference for marginalized communities, members of the commission said.
"The international community is increasingly responsible for allowing … governments to get away with systematic, ongoing, egregious violations of religious freedom without consequence or accountability," the report explains.
The report, which explores religious freedom developments in 2018, addresses a broad range of violence, from explosions at houses of worship to forced conversions. Across the globe, people suffer because of what they believe, whether they're directly targeted by their own governments or ignored when they cry out for help.
The commission does highlight some positive events and trends, such as last summer's high-profile gathering of diplomats, people of faith and human rights activists from more than 80 countries on religious persecution in Washington, D.C., which resulted in new partnerships and action plans. However, these bright spots do little to quiet the fear, sadness and frustration stirred up elsewhere in the document.
"Although some foreign governments have joined the fight to promote freedom of religion or belief, others brazenly suppress it," the commission notes.
The report is a wake-up call for American officials and citizens, who often don't understand the full scope of religious persecution in other countries, according to speakers at the Monday launch event for the report. We need to do more than just express sympathy when worshippers are killed or faith leaders are arrested, they said.
Religious freedom "is a universal human right that we take for granted," said Sen. Joe Manchin, D-West Virginia, a frequent advocate of religious freedom whose wife, Gayle Conelly Manchin, serves on the commission.
New report, familiar findings
The report's findings will not come as a surprise to people who have followed the U.S. Commission on International Religious Freedom's work tracking religious persecution over the last two decades.
The organization, which is part of the federal government but operates independently of the White House and State Department, has repeatedly called out government inaction since its first report in 2000. Additionally, countries rarely drop from its annual list of "countries of particular concern."
In 2000, the commission's report focused on three countries: Russia, Sudan and China. In its 20th report, those countries are joined by 13 others on the list of Tier 1 "countries of particular concern," which are distinctive for allowing "systematic, ongoing and egregious" religious freedom violations.
"Despite two decades of tireless work to bring an end to religious-based discrimination, violence and persecution, innumerable believers and nonbelievers across the globe continued in 2018 to experience manifold suffering due to their beliefs," wrote members of the bipartisan commission, who are appointed by the president and Republican and Democratic congressional leaders.

This year's report also lists 12 Tier 2 countries, where persecution isn't as severe or routine as in Tier 1 countries but is still deeply problematic, and five "entities of particular concern," which are non-state actors like the Islamic State.
The bulk of the report is dedicated to in-depth analysis of the countries and entities of particular concern. Commissioners explain what led to each designation and offer suggestions on how the U.S. government should respond.
Among the many horrifying stories recounted, developments in China stand out, said Gary Bauer, who serves on the commission, at the launch event.
"If I were to rate the Tier 1 countries, China would be in a category all by itself," he said.
Tibetan Buddhists are detained if they're caught with a photo of the Dalai Lama, their spiritual leader. Christian churches are shut down and the Bible is censored. Muslims are sent to concentration camps and told to renounce their faith.
Chinese officials "are an equal opportunity persecutor," Bauer said.

And yet the U.S. government and other champions of religious freedom have pulled their punches, the report explains. As religious violence in China has escalated over the last two decades, world leaders have done little to interfere, likely because they've come to depend on trade with the country.
"Although a handful of foreign governments — including the United States, Britain and Turkey — have harshly condemned the Chinese government for these egregious abuses, China has faced few, if any, consequences," the report says.
Power and money aren't the only tools religious persecutors use to avoid sanctions, according to the commission. Many countries of particular concern say their actions are aimed at improving national security and reject attempts to push them to change their ways.
"Governments perpetrating or tolerating (faith-related) abuses often decry 'interference in internal affairs' when they are rightfully admonished," the report says.
Moving forward
Although the report features familiar themes, it also notes how religious persecution has changed in recent years, said Kristina Arriaga, vice chairwoman of the U.S. Commission on International Religious Freedom, during Monday's launch event. For example, non-state actors are playing a growing role in faith-related violence.
To groups like the Islamic State or the Taliban, the world is borderless, she added. They can't be addressed in traditional ways, such as dialogue between diplomats or financial sanctions.
"The world is changing," Arriaga said.
So the U.S. approach to international religious freedom needs to change, as well, according to the report.
“Increasingly, houses of worship have been … targeted by terrorists and others. People of all faiths should be able to go to their own houses of worship in safety.”

Commissioners suggest appointing a special adviser on religious freedom to the president's National Security Council, increasing the use of targeted sanctions and promoting tolerance through various state-sponsored funding programs. The report also noted that defense funding could be used to train other countries' police officers or military members who are assigned to guard houses or worship or sacred sites.
"Increasingly, houses of worship have been … targeted by terrorists and others," said Tony Perkins, who also serves on the commission. "People of all faiths should be able to go to their own houses of worship in safety."
The U.S. government already took several steps in the right direction in 2018, the commission said. Officials built stronger relationships with leaders in Saudi Arabia and Uzbekistan; President Donald Trump's pick for ambassador at-large for international religious freedom, Sam Brownback, was sworn in; and the State Department hosted a high-level meeting on religious freedom in Washington, D.C., in July.
"It was the first time since the United Nations Declaration of Human Rights that a group of countries got together to discuss, at a ministerial level, one issue and one issue only," Arriaga said.
This gathering, called the Ministerial to Advance Religious Freedom, brought together diplomats from more than 80 countries and led to a new declaration on this human right and a variety of new programs aimed at promoting it around the world. The State Department will host a second such meeting this July.
Moving forward, Americans, both inside and outside the government, must commit to protecting religious freedom however they can and not let partisanship stand in the way, Manchin said.
"I get frustrated with this place sometimes," he said. "Tribalism makes it impossible to do the things that we want to do."

Motorola Razr leaks show off possible new phone design and style
SALT LAKE CITY — A slew of new leaks reportedly show off the new Motorola Razr device, which has been rumored to be a foldable phone for months now.
The leaks, which you can see over at Tom's Guide, shows off a phone that looks relatively similar to the original Razr device. However, the phone has a flexible screen instead of a text keyboard.
The leaks come courtesy of Slashleaks, by a user named leakspinner. Nothing official has come from Motorola as to whether the leaks are real.
The leaked photos show a phone with a 6.2-inch display with accessories, headphones and a charging cable, too.
- "If Motorola has been able to avoid the problems that marred the Samsung Galaxy Fold, this may prove to be the phone that everyone will lust for this year. I can't imagine anyone saying no to a regular smartphone that halves its size before you put it away," according to Tom's Guide.

Colorado attorney is governing Utah county, commissioner says
SALT LAKE CITY — Kelly Pehrson, the chief administrative officer for San Juan County, has resigned to take a job as the state's deputy director of agriculture for a new opportunity —but also because he says the two freshmen county commissioners have either ignored him or froze him out at every turn.
"Since I have been administrator, I have tried very hard to have these commissioners work with staff, but they have refused. Somehow they have been coached to not discuss anything with staff," Pehrson said Monday.
"The commissioners are the bosses of the county. They are supposed to be working with staff to run the county, but morale has been at an all-time low because they have been listening to outside voices."
The outside voice he and others appear to be referring to is an attorney from Colorado.
The political dynamics shifted on the San Juan County Commission last general election when incumbent Rebecca Benally, a Navajo, lost to challenger Kenneth Maryboy, another Navajo, in an extremely tight race.
Willie Grayeyes, a Navajo, successfully ran against Kelly Laws in a partisan race for the seat vacated by Phil Lyman, who took a seat in the Utah Legislature to replace outgoing lawmaker Mike Noel.
The outcome of the election was closely watched in light of a December 2017 federal court ruling that gave the Navajo a significant majority of voters in two of the three districts.
Even before the two new commissioners took office, however, they sought advice from Durango, Colorado, attorney Steven C. Boos — former chief legal counsel for the Navajo Nation — on drafting resolutions, navigating the legislative process and to craft an ouster campaign against San Juan County Attorney Kendall Laws, according to documents Boos sent to the commission obtained by the Deseret News.
Kendall Laws is the father of Kelly Laws, who lost in the commission race to Grayeyes.
Boos wrote a letter to Grayeyes and Maryboy, reaffirming their long relationship and advising them not to trust the county attorney. In a Novembermemorandumto the two freshly elected commissioners, Boos laid out a roadmap for adopting a resolution ordering Kendall Laws to take action regarding litigation over the last several years. If the county attorney didn't comply, the Boos memorandum explains what avenues could be taken against Laws, including legal action or administrative sanctions.
Ultimately, a resolutionwas drafted to sue Kendall Laws asserting that as county attorney he did not comply with previous directives related to the Bears Ears issue. That resolution involving Laws has not yet passed the commission, but is under consideration and was discussed at the last meeting.
Kendall Laws was at the center of a controversy involving Grayeyes' citizenship in San Juan County and his eligibility to be a candidate. The county attorney probe came after another commission candidate, Wendy Black, lodged an official complaint about Grayeyes' residency. A 7th District Court judge ruled in January that Grayeyes was legitimately a resident of San Juan County.
"There is nothing wrong or prohibited about your use of an outside attorney to assist you," Boos wrote them last month, and emphasized that communications between him and the commissioners are exempt from disclosure under Utah's Government Records Access and Management Act.
"You have no duty to share the substance of our conversations or any written communications we have had regarding these resolutions," he wrote.
Deseret News efforts to reach Grayeyes, Maryboy and Boos for comment on this story were unsuccessful. A voicemail and a text message were left with Grayeyes on his cellphone; Maryboy did not respond to an email sent multiple days ago and he does not have a mailbox set up on his cellphone.
Boos was in meetings all day Monday, according to the woman taking calls at his Durango office.
The flurry of resolutions drafted by the attorney and pushed by the two new commissioners is prompting counter threats by some residents in the community who are fed up with what they say is outside, unelected influence running the affairs of government.
"It appears the county is being governed by an attorney from Durango, Colorado," Bruce Adams, San Juan County's other commissioner, said Monday. "And now we lose (Pehrson), one of our most important county employees."
At a contentious public commission meeting on April 16, Monticello resident Kim Henderson said Maryboy in particular was not acting in the interest of county residents.
"As an elected official, I would think you would choose to listen to local voices over legal or special interest groups," she said. "The way you have been governing since you took office is not transparent, far from."
She complained the resolutions are being passed with little public input and with little advance notice. During the meeting when she gestured toward the residents behind her, Maryboy referred to them as the "peanut gallery."
Maryboy openly said he did not trust Kendall Laws, the county attorney, but did not explain why he has not met with other staff.
"The only person I would go to is our attorney, but I don't trust him," he said.
At that same meeting, resident Shanon Brooks offered to facilitate a meeting between the commissioners and Laws before any lawsuit is filed.
He also voiced his frustration.
"I've been asked why I come across so strong and it's because I am frustrated," Brooks told the commission. "If I saw evidence of county commissioners caring about what the public had to say, if I saw evidence of them caring about other people's opinions and really seeking to understand the county citizenry, I would not come across so strong."
Before his fellow commissioners voted to approve a resolution to withdraw from a lawsuit that has San Juan County supporting President Donald Trump's reductions at the Bears Ears National Monument, Adams instead unsuccessfully proposed that any official county position be put to a vote in a public referendum.
Grayeyes and Maryboy passed the resolution. Adams voted against it.
Adams said Pehrson's departure is a loss for the county.
"This is a very sad day for San Juan County," he said in a prepared statement. "Kelly is truly the working backbone of this county. I want to thank Kelly with all my heart for his dedication to his job. He will be missed more than we know. I wish him well in his new job and thank him for his dedication to San Juan County."
Perhson said it broke his heart to leave, but the chaos in San Juan County is too much.
At a training last week for the trio of county commissioners put on by the Utah Attorney General's Office about open meetings laws and public records requests, Adams was the only commissioner to attend. A three-year effort to get sewer lines out to Spanish Valley is now on hold despite multiple public meetings and $5.9 million in secured funding. Residents of the neighboring Pack Valley called for the commissioners to put it on hold.
When it comes to the resolutions, Henderson and others remain determined to fight the resolution issues at the ballot box.
"We want it to go before a judge to stop any more resolutions from going forward until there is a public vote on the issue," she said.
Henderson said she does not believe the turmoil in San Juan County falls along racial lines, pitting Anglo against Native American, political lines or even on the public lands issue.
"I feel the unity is stronger than ever in San Juan County. The problem is our voices are just not being heard. We have two commissioners who refuse to listen and one commissioner whose hands are tied," she said.
"It is a circus and we have to do cartwheels right through it to be noticed."
