It was early summer of 1983. Our mountain streams were running well above flood stage. We were close to spilling dams, Sugar House Park was filling with water, and City Creek rose from a flow of 60 cubic feet a second to over 300 almost over night. This happened over a long weekend.

We needed as many people as we could muster on State Street and in other places. How do you get them? Well, the common place on a Sunday is in church. I sat at my desk in City Hall calling spiritual leaders with one ask: “Can you release your flocks from worship services to come to State Street to fill and place sandbags?”

After a brief description of the situation, every priest, every bishop, every minister, every rabbi, every leader agreed: “The ox is in the mire.” It was a miraculous gathering. By noon on Sunday we had 10,000 or so people joyously building their moral pyramid of cloth and sand. Not one basement, one store, one home or dwelling got wet that day.

In 1983, those with American and Utah state flags took to flying them on homes and businesses in a show of hope and solidarity. Let’s break them out again. We are America and Utah.

A national magazine showed a young woman in a wheelchair passing a heavy sandbag. Kayakers took to running the Eagle Gate rapids, people brought fishing poles (no one got a true catch, I think.) High-fives for all, hugs for the willing, and finally an enormous four-city block cheer as water flooded the street late in the day.

It is said you cannot force a river; but you can certainly build one with human power.

Utah was together. Versions of coming together over floodwater repeated all over our state that season. Water damage was minimal. Satisfaction was immense.

Can we do it again in the era of coronavirus by keeping physical distance while building social connection and love? I think we can. It’s not the action that defines the spirit, it is the willingness to act.

Salt Lake man faces 11 felonies in assault on lesbian woman

SALT LAKE CITY — Criminal charges were filed Monday against a Salt Lake man who prosecutors say told a lesbian woman he would “fix the gay” before raping her.

Adam Quinn Atwood, 34, is charged in 3rd District Court with aggravated kidnapping, two counts of rape, forcible sodomy, and three counts of object rape, all first-degree felonies. He is also charged with two counts of aggravated assault and two counts of forcible sexual abuse, second-degree felonies. Bail was set at $750,000.

On March 22, a woman went to visit a friend. The friend’s husband, Atwood, was also there, according to charging documents. As the night went on, Atwood and the woman found themselves alone.

Atwood began to sexually assault the woman, at one point asking “if she was sure she didn’t like it and if she (was) sure she wasn’t gay,” the charges state.

The woman tried to leave the house, but Atwood “grabbed her by the back of the neck and forced her back into the house,” the charges states, and then took the woman to the basement where he choked her and again sexually assault her.

“Atwood told (her) that he would fix the gay,” the charges state.

Atwood is accused of continuing to sexually assault the woman while also physically assaulting her. She later told medical providers that she lost consciousness twice and “couldn’t breathe at all” while being choked, according to the charges.

Governor announces new loan program for small Utah businesses hit by COVID-19

SALT LAKE CITY — Utah small businesses suffering under the economic impacts of COVID-19 may now be able to secure some zero-interest financing to help weather the pandemic.

On Monday, Gov. Gary Herbert announced the Utah Leads Together Small Business Bridge Loan program aimed at helping Utah businesses with 50 or fewer employees with 0% interest loans from $5,000 to $20,000 for up to a 60-month period. Nonprofit businesses are not eligible for financing under the program and loan amounts are limited to no more than three months of the applicant’s demonstrated operating expenses. The start of the repayment schedule may also be deferred for up to 12 months.

The Governor’s Office of Economic Development will oversee the program, which will be seeded with $8 million in “repurposed state economic development funds” as well as $500,000 from the Utah Department of Workforce Services.

GOED Executive Director Val Hale said the aim of the program is to help keep small Utah businesses afloat amid ongoing economic uncertainty brought on by the COVID-19 pandemic.

“This new program will help many Utah small businesses struggling with impacts from the COVID-19 pandemic and in need of assistance during this emergency in our country and our state,” Hale said in a statement. “We hope that this loan program will help keep Utah workers employed and businesses open for business, at least in some fashion, as we face today’s difficult challenges and uncertain health and economic conditions.”

According to the economic development office, applications will be reviewed weekly by a committee chaired by Hale, and approved by the agency board. Businesses that complete the online application, providing all supporting information and documentation, will be notified of their loan status by email at the beginning of the following week. Applicants will then enter into a contract with the Governor’s Office of Economic Development. Those businesses that apply this week and are accepted could have checks on the way by April 10.

Loan criteria includes:

• Businesses must be established and licensed before Jan. 1, 2020, and in good standing with the Utah Division of Corporations and Commercial Code.
• Applicants must have employees on their payroll for whom they have had payroll taxes withheld (i.e., W-2 employees).
• Applicants must provide six months of estimated lost revenue or other documented loss evidence.
• No collateral requirements.
• Eligible loan uses include working capital to support payroll expenses, rent, mortgage payments, utility expenses, or other similar expenses that occur in the ordinary course of operations.
• Receiving other forms of emergency funding will not disqualify an applicant from receiving loan funds through this program. Still, companies must disclose if they have applied for emergency funding from other sources.

GOED says the program will run for as long as funds are available and indicated it would be seeking additional funding from the state Legislature.
