
SALT LAKE CITY — The second day of the 2019 legislative session on Tuesday will bring the first hearing on two bills addressing Proposition 3, which Utah voters approved in November to direct lawmakers to expand Medicaid coverage to the full extent allowed under the Affordable Care Act.
• At 2 p.m., the Senate Health and Human Services Committee will consider SB96 and SB97. On Monday, hundreds rallied to protest any changes to Proposition 3.
• The House Government Operations Committee is considering at 2 p.m. several bills dealing with campaigns and lobbyists, including HB129 allowing the use of campaign funds for child care and HB64 establishing limits for a lobbyist's expenditures on a local official or education official.
• The Senate Government Operations and Political Subdivisions Committee has been assigned Senate Joint Resolution 7, which proposes to amend the Utah Constitution to modify gender-specific terminology to make it gender neutral.
Here's what happened yesterday on Jan. 28, the first day of the 2019 session:
- Newly sworn-in House Speaker Brad Wilson began his first few minutes on the dais Monday calling for an even larger tax rate cut.
- The Utah State Board of Education announced its priorities for the 2019 Legislative Session — along with several massive asks for funding — amid a year the state is seeing more than $1 billion in budget surplus.
- Utah Supreme Court Chief Justice Matthew Durrant gave the annual State of the Judiciary report Monday afternoon. He told lawmakers the justice system is changing, but it should continue to be accessible to the citizens of Utah.
