No one seems to remember that the 16^th Amendment authorizing an income tax was sold, in part, on the basis that it would result in a tax of one or two percent on only the wealthiest.

Now some Democratic presidential candidates are proposing to tax assets — one or two percent on only the wealthiest. Those who fail to learn from the lessons of history are doomed to repeat mistakes — for example, believing in a tax of one or two percent on only the wealthiest.
