Former registered sex offender charged with sexually abusing two girls

KAYSVILLE — A Kaysville man once convicted in a child pornography case is now charged with sexually assaulting two young girls.

Steven Louis Flocken, 56, was charged Wednesday in 2nd District Court with two counts of child rape, a first-degree felony; and sexual abuse of a child, a second-degree felony.

In September, a family went to Flocken’s residence for a barbecue. While the parents ran to get food supplies, their 5-year-old daughter was sexually assaulted by Flocken, according to charging documents.

When questioned by police, “Steven stated that he was picking (the girl) up and his hand slipped under her clothing on accident,” according to a police affidavit.

Police said they also learned of another girl who would accompany her mother to Flocken’s residence between 2010 and 2011 when the mother would clean the home. The girl, who was also 5 at the time, was raped by Flocken twice while her mother worked in the house, charging documents state.

Flocken was convicted in 2003 of an amended charge of attempted sexual exploitation of a minor in a child pornography investigation, according to court records. He was placed on the Utah Sex Offender Registry, but was convicted twice of failing to register. He was no longer required to register as a sex offender in 2016.
