LOGAN — A Cache County man has been arrested and accused of using sticks to spank young children and tying at least one to a chair.

Charles Allan Olson, 43, was booked into the Cache County Jail for investigation of aggravated kidnapping and 10 counts of child abuse.

The Cache County Sheriff’s Office began investigating after receiving a tip from the Division of Child and Family Services that six children were being abused.

The children, ages 5 through 16, were interviewed by police, and some reported being disciplined by Olson when they broke rules or when Olson became angry, with “spanking sticks,” according to a police affidavit.

One boy reported “that Charles uses metal, plastic or wood sticks. He stated that Charles would make the wooden one and sand them. He stated that the metal ones Charles would cut and weld in the shop,” the affidavit states.

Another child told investigators that Olson “had tied her to a bar stool in the garage,” police wrote in the report.

“She stated that Charles would tie her hands to the bottom of the stool on one side and her feet to the bottom on the other side, forcing her to bend over the stool and that he did this to keep her still while she received her spankings because she would not hold still,” according to the affidavit. “She stated that Charles used to spank her with his hand, however it hurt his hand so he started using sticks.”

Many of the children told police about deep bruising.

One child “stated that if you did not bend over correctly that you would get hit on the back or the legs. She stated that they could receive up to 50 spankings at one time. She stated that they would leave marks and bruises. She stated that she has had bruises on her bottom and knuckles. She stated that the bruises would be purple and blue,” the affidavit states.

Another child told investigators that “she doesn’t think that Charles means to hurt the kids all the time. She stated that he just doesn’t act very well,” the affidavit states.

Deputies interviewed Olson on Friday, during which he “admitted that he knew what he had done was wrong” and that his mother had even told him that he was being abusive to the children, police wrote in the affidavit.
