INTERMINISTERI TO THE ACQUISITION OF GOODS AND
INFORMATION SERVICES

The Interministerial Commission for the Acquisition of Goods and Computer Services, at the 236th Plenary,
held on June 24, 2004, AGREED:
Approval of the update of the "Criteria for Security, Normalization and Conservation of the
applications used for the exercise of powers" of the Superior Council of Informatics and for the
impulse of the Electronic Administration (CSI).
Publication of the "Security, Standardization and Conservation Criteria for the applications
used for the exercise of powers" of the CSI on the CSI website, mainly

Resolution of May 26, 2003, from the Secretariat of State for Public Administration by
that provides for the publication of the Plenary Agreement of the Interministerial Acquisition Commission of
Computer Goods and Services (CIABSI) of December 18, 2002, approving
Security Criteria, Standardization and conservation of the applications used by the
General State Administration in the exercise of its powers

The Plenary of the Committee Interministerial Commission on the Acquisition of Goods and Computer Services (CIABSI),
at its meeting of December 18, 2002, adopted the Agreement that follows the
present Resolution, which approves the Criteria of security, standardization and conservation
of the applications used by the General State Administration in the exercise of its
powers.
For general knowledge, the publication of said Agreement is provided as an annex to this [Resolution
.

ANNEX
Plenary agreement of the Interministerial Commission for the Acquisition of Goods and Computer Services
(CIABSI) of December 18, 2002 approving the Security Criteria, standardization
and conservation of the applications used by the General State Administration in the fiscal year
of its powers.
On December 18, 2001, the Interministerial Commission for the Acquisition of Goods and Services
Informáticos (CIABSI), agreed on the adoption of the Security, Standardization and
Security Criteria for the applications used by the Administration General of the State in the exercise of
its powers. In said agreement it was established that during a year such criteria would have the character of
recommendation, unless a norm of the Superior Council of Informatics and for the impulse of the
Electronic Administration provided otherwise.
In the past year, the Security, Standardization and Conservation Criteria have been disseminated from
in a general manner within the scope of the General State Administration. They have proved their usefulness,
by providing bodies and Public Bodies with a common, rigorous and well-founded set of criteria
norms and protocols in the use of electronic, computer and telematic means for the
exercise of their powers, in accordance with the provisions of Royal Decree 263/1996, of February 16,
which regulates the use of electronic, computer and telematic techniques by the
General State Administration, modified by the Royal Decree 209/2003, of February 21, by the

that regulate the records and telematic notifications, as well as the use of means
telematics for the substitution of the contribution of certificates by citizens.
The Security, Standardization and Conservation Criteria are based on a rigorous set and
founded on technical standards widely accepted by the market, guaranteeing the necessary
interoperability between the organs of the General State Administration and the Organisms
Public linked or dependent on that and theirs with citizens.
Likewise, during the past year, the Criteria have been updated incorporating the observations
made by the Ministerial Departments.
The Plenary of the Interministerial Commission of Acquisition of Goods and Computer Services (CIABSI),
in its meeting of December 18, 2002,
AGREES
First.- To approve the Security Criteria, standardization and conservation of applications
used for the exercise of powers.
Second.- To agree on the publication of the Security, Standardization and Conservation Criteria in the
website of the Superior Council of Information Technology and for the promotion of Electronic Administration.
Third.- Entrust the Support Unit of the Superior Council of Informatics and for the promotion of
the Electronic Administration control over the updating of the Security Criteria,
standardization and conservation. This update will be approved in accordance with Royal Decree
263/1996 of February 16, which regulates the use of electronic, computer and
telematic techniques by the General State Administration.

INTERMINISTERIAL OF ACQUISITION OF GOODS AND
INFORMATION SERVICES

Interministerial Commission for the Acquisition of Goods and Computer Services, at the 205th Plenary Session,
held on December 18, 2001, ACORDÓ:
Approval of the "Criteria for Security, Standardization and Conservation of Applications
used for the exercise of powers "of the Superior Council of Informatics and for the promotion of the
Electronic Administration (CSI).
Publication of the "Security, Standardization and Conservation Criteria for the applications
used for the exercise of powers" of the CSI on the CSI website, mainly

legislation is requested or agreed by the Plenary of the CSI, in which case they will be prescriptive

The approval of the "Criteria of Security, Normalization and Conservation of the applications
used for the exercise of powers", of the Superior Council of Informatics and for the impulse of the
Electronic Administration.
The publication in the Official State Gazette of the "Criteria for Security, Standardization and
Conservation of the applications used for the exercise of powers".
The publication of the "Security, Standardization and Conservation Criteria for the applications
used for the exercise of powers" on the CSI website.
